Managing Boundaries
Empowerment efforts often disappoint because managers fail to agree the boundaries within which staff are empowered to act. This is not about limiting the scope of their discretion to the area of routine and mundane tasks; but it does mean ensuring that staff fully understand:
- the context within which they are working, why their contribution is important and how it fits in
- the critical interdependencies that exist between their own and others' work
- their own capabilities and limitations.
At the same time, staff must be encouraged, assisted and enabled constantly to 'push out' these boundaries, as they become more skilled, confident and informed; and leaders need to foster the emergence of enabling cultural patterns and a climate in which people have the motive, means and opportunity to excel.
